The City of Verner is a large city state with a Scope of (+5).
It rests on the surface of the Lake of the Frost Queen. The buildings are connected via a series of bridges and cannals. Due to the ever cooled nature of the Lake, Verner is recognized for it's exceptional beer, as it remains cool wherever it is taken.
Additionally the Thieves Guild functions out of this city.
